In North Carolina, state statute requires counties to provide funding for facility construction, operation and maintenance; Wake County provides both operating and capital funding to Wake County Public School System and Wake Technical Community College. In a growing county, such as Wake, a significant portion of annual revenue is dedicated to funding these capital programs as they respond to increases in population and student enrollment. The County provides funding to Wake County Smart Start to increase the number of children participating in Pre-K programs.
