Stormwater Control Measure As-built Certifications

Once construction of a stormwater device is complete, an as-built certification form as well as an as-built survey and certification (issued by a licensed professional engineer, registered landscape architect or professional land surveyor) must be submitted. The purpose of the as-built is to confirm that the stormwater device(s) are consistent with those shown on the approved construction plans, to confirm that the device(s) are operating as designed and to confirm that the device(s) and their stormwater conveyances have been installed, landscaped as designed and with permanent stabilization.

As-built certifications are only accepted electronically through the Permit Portal. Print copies will no longer be accepted.

Here is what you will need to complete the as-built certification process:

  • You will receive an inspection report from a County erosion control inspector who has verified that the stormwater device has been converted from sediment basin to stormwater device (baffles and skimmer removed) and that it is operating properly. The inspection includes ensuring that the device and area draining to the device are fully stabilized with permanent vegetation, landscaping, etc; all stormwater conveyances to stormwater devices shall be installed and permanently stabilized.

  • The certification process includes providing a completed as-built certification form, inspection report and photos that represent the current condition of the stormwater device;

  • The as-built certification must be signed and sealed within seven days of the date that the document was uploaded to the County Permit Portal; and

  • Please allow ten business days for County reviewers to accept or reject an as-built certification. A certification will not be approved for review until all required items are provided.

Summary:

  1. Contact your field inspector to determine if the site is stable enough to convert the basin(s) / install permanent stormwater devices. Conversion for subdivisions should start no later than 75% build out. Non-residential projects shall be completed prior to building permit CO (certificate of occupancy).

  2. Review your construction plan for conversion sequence / notes from the engineer; if no notes, contact the design engineer.

  3. Convert the basin and stabilize/ landscape each stormwater device per the approved plan.

  4. Contact your erosion control inspector to verify that each device has been converted and permanently stabilized.

  5. Have the engineer submit as-built plans with field inspection report and photos through the Permit Portal.

  6. Stormwater Control Measures (SCMs) must pass County field inspection for approval.

Note: SW Agreements and Record Plat showing stormwater device(s) and easements are required for subdivisions with lot platting and for non-residential projects prior to certificate of occupancy.
