Panhandling

Panhandling is the solicitation or begging for donations. Panhandling in Wake County requires a permit. Permits issued from Environmental Services with the County are valid only for the unincorporated parts of Wake County. See below for municipalities Here's how to apply:

Apply in Person

Apply in person at 336 Fayetteville Street to the Department of Environmental Services between the hours of 8:30 p.m. and 5 p.m.

Provide Proof of Identification

Complete the application provided by the Department and provided proof of identification (a copy of which will be submitted with the application).

Receive Permit

When these items are provided, a permit will be issued that will expire 6 months from the date of issuance. The customer is able to renew their permit for an unlimited number of times.

Municipalities

If begging or solicitation is taking place within City or Town Limits, permits may be required. Please refer to the contacts below for each municipality.
